CAFEO 24 SEES LARGEST FOREIGN DELEGATION FROM SINGAPORE
The 24th Conference of ASEAN Federation of Engineering Organizations (CAFEO 24) was held recently in Kuala Lumpur, Malaysia from 29 November to 3 December 2006.
CAFEO is held every year by the ASEAN Federation of Engineering Organisations (AFEO), which is a non-government body affiliated with the ASEAN Secretariat. Its members are the national institutions/organizations of engineers of the ASEAN region. The objectives of AFEO are the promotion of goodwill, exchanging of experience, knowledge and pooling of resources for greater regional prosperity. CAFEO is held on an annual basis and hosted in rotation by each member organisation.
Themed “Branding of ASEAN Professional Engineering Services and Education for Global Mobility”, CAFEO 24 brought together more than 700 delegates from ten ASEAN countries, with Australia, Canada, Hong Kong and Japan representatives invited as observers. The Singapore delegation was the largest foreign delegation with 43 delegates and more than twenty accompanying persons.
IES MEMBERS CONFERRED AS AFEO HONORARY FELLOWS AT CAFEO 24
The opening ceremony of CAFEO 24 on 30 November 2006 saw member countries presenting their country reports. Er. Chong Kee Sen, IES Honorary Secretary, wowed the audience with his report on Singapore’s futuristic spaceport, the first commercial tourist spaceport in the world. Fellow delegates were also impressed with Singapore’s infrastructural projects such as the Integrated Resorts (IRs), the Kallang-Paya Lebar Expressway (KPE) and the Circle Line.
The highlight of the Opening Ceremony was the conferment of the Distinguished Honorary Fellowship of AFEO and the Honarary Fellowship of AFEO. Honarary Fellowship of AFEO are awarded to distinguished persons of acknowledged eminence and who have rendered outstanding services to the engineering profession, the Institution and/or the Nation. For Heads of State, Prime Ministers, Deputy Prime Ministers and world-renowned persons, they are conferred the Distinguished Honarary Fellowship of AFEO.
This year, three IES members have been conferred the Honorary Fellowship of AFEO. They are Er. Professor Lee Seng Lip, Honorary Fellow of IES and Emeritus Professor of the Department of Civil Engineering in the National University of Singapore; Er. Professor Er Meng Hwa, Fellow of IES and Acting Provost of Nanyang Technological University (NTU); and Er. Associate Professor Foo Say Wei, Immediate Past President of IES and Associate Professor from the School of Electrical and Electronic Engineering in NTU. They were made Honorary Fellows in recognition of their achievements in engineering research, education and public service.

CAFEO 24: CONFERENCE HIGHLIGHTS AND CLOSING CEREMONY
After CAFEO 24’s opening ceremony on the morning of 30 November 2006, His Excellency Ong Keng Yong, ASEAN Secretary General, gave a keynote address to the delegates in the afternoon. We will be featuring details of his speech in our upcoming e-newsletter, so do look out for it!
A series of special lectures, technical sessions and a technical tour spanned over two days and concluded with a farewell banquet on the evening of 2 December 2006. The ASEAN Outstanding Engineering Achievement Awards 2006 were presented to the Award winners at the farewell banquet.
Professor Seeram Ramakrishna, Dean of the Faculty of Engineering from the National University of Singapore (NUS) was one of the Award recipients. He was honoured for his innovative Research and Development (R&D) work on aesthetic biocomposite materials and functionalized electrospun nanofibers. Prof Seeram also received the IES Prestigious Engineering Achievement Award 2006 during IES Annual Dinner & Dance on 27 October 2006 in recognition of his innovative R&D projects.

To mark the closing of the Conference, it was customary for all the delegates from participating countries to give a short performance each. Marked with a tinge of local flavour, the performances provided the delegates a glimpse into the cultural life of each country. This year, YEAFEO delegates Mr Andy Koh and Mr Jasper Tan performed the song “Imagine” as the opening item for Singapore’s country performance. Er. Chen Hung, Past President of IES, then led the delegation’s performance with a special rendition of “Chan Mali Chan”, among many other songs.
CAFEO 24 was indeed a successful event. To mark the CAFEO’s silver anniversary, CAFEO 25 will be held in Cebu, Philippines next year. We look forward to seeing you there and do look out for our announcement!
